About us - Overview

Department of Information Technology & Telecom is under the Ministry of Information and Communications. The Department has seven divisions, viz. Application Development, Infrastructure, Tech Industry Development, Telecom and Application, ICT Management divisions.

In line with the ICT vision of the country to create an “ICT enabled knowledge society as a foundation for Gross National Happiness”, the mandate of DITT is as given below:

  1. Frame ICT policies, regulations, standards and legislation,
  2. Drive innovation, development and adoption of ICTs,
  3. Promote ICT as an industry and overarching enabler of national development,
  4. Support development of reliable ICT infrastructure in the country,
  5. Determine appropriate technologies and systems suitable to unique Bhutanese conditions,
  6. Facilitate promotion of good governance and shared national consciousness through the use of ICT and
  7. Develop sustainable and affordable ICT facilities and services for all Bhutanese to improve their living standard.
  8. The Department is located within MoIC premises in Thimphu .

About us - Application Development Division

Mandates of the Division

  • Application Development Division will help carry out the second mission for DITT which
    is to develop Reliable, Secure and Resilient Systems
  • Application Development Division will also develop those application systems which will
    not be procured by Application Management Division from DHI companies or private
    vendors.
  • Where in the system development is done by the vendor/ DHI led companies, the
    Application Development Division will provide technical inputs in the procurement
    assessments.
  • Develop Need based integrated system in the civil service to cut down on cost and
    enhance effective public service delivery
    • Carry out current function of;
      • Management of G Suite Apps across the Civil Service.
      • Development and operation of DataHub platform
      • Migration of G2C services to SSO/Datahub (Not clear)
      • Operationalize the GovCMS platform
      • Facilitate the adoption of Enterprise Architecture across the Civil Service.

About us - Infrastructure

  • Design and implement projects for Government infrastructure
  • Develop policies and protocols for networks, systems and cyber-security and provide advisory to the government
  • Make recommendations and prepare technical policies, protocols, standards and specifications for Government adoption on networks, system services and security
  • Carry out clearance of hardware including locally assembled computers
  • Work closely with Telecom Division to interface with BICMA and private sectors
  • Organize workshops, seminars and meetings on security, networks, system services and emerging technologies
  • Research on networking and hardware components and make necessary recommendation on the new technology for adoption to the government

About us - Promotion

i. Undertake systematic research of the existing laws of Bhutan (other countries) for their adaptation, where relevant and when required. This would also entail an in-depth research on various forms of ICT and its impact on the society.

ii. Organize information sessions, whenever required, about the policy and regulatory matters relating to ICT for the members of the government staff, private sector and the interested members of the general public.

iii. Assist the Ministry in the formulation of ICT policy and legislation and regulations taking into account the recommendations of the ICT and Media advisory Committee and the private sector.

iv. Promote and develop ICT services in order to make people understand the importance of ICT and its usage in order to promote culture, tradition and social cohesion through ICT.

v. Provide coordination to the ICT units that are setup in all ministries and regional offices.

vi. Study the ICT private sector in terms of its opportunities, constraints and difficulties and accordingly propose for positive government intervention.

vii. Develop ICT HRD master plan for the entire country including private in coordination with Labor Ministry and RCSC.

viii. Establish in consultation with other appropriate institutions a system of certification of ICT professionals.

ix. Facilitate training about ICT for the members of the government staff, private sector and interested members of the public.

x. Design and implement projects pertinent to the above.

About us - Telecom and Space

Division of Telecom and Space Mandates:

  1. Frame telecommunications policies, legislation, regulations, standards and plans
  2. Develop space law, policies and regulations
  3. Lead agency for coordination and implementation of space program and activities
  4. Focal Administration for satellite filings and frequency coordination in consultation with BICMA
  5. Coordinate resources allocated through Satellites
  6. Liaise with International Space Organizations
  7. Conduct research on space technologies used for space programs
  8. Conduct research work on Space and Satellite applications
  9. Implement developmental projects
  10. Implement the action plans in the Bhutan Telecommunications & Broadband Policy 2014
  11. Radiofrequency Spectrum plan, management & coordination (GSM, 2G, 3G, 4G, WiFi, WiMax, Satellite, Microwave)
  12. Emergency communications
  13. Carry out research and recommend on emerging technologies
  14. Liaise with BICMA and private sector
  15. Coordinate with regional and international telecommunications bodies (APT, ITU, ISOC, ITSO)

About us - ICT Management

ICT Management Division (IMD)

The ICT Management Division should be the central division that facilitates and coordinates the framing of ICT policies, regulations, standards and legislation by way of enhancing coordination and collaborations amongst divisions in DITT and with the entire ICT sectors in the Civil Service. For the other core divisions in DITT to function well, it is important that there is constant coordination and collaboration amongst divisions in DITT and with the ICT Clusters in ministries and agencies as well. For e.g. for the implementation of e-gov policies, there is a need to have regular e-gov review meetings organized at the National Level. Towards this, the technical input on the discussion of each Ministry’s policies will be done by the rest of the Technical Divisions. The ICT Management Division has to ensure that the ICT Officers in DITT, Ministries, Agencies and Dzongkhags collaborate in order to achieve the collective mandate of digital governance. Hence, ICT Management Division’s responsibilities will be as follows;

Coordination

  • Coordinate and organize annual e-Gov review Meetings.Coordinate and organize annual meetings for Ministries and Agencies to develop an e-Gov Master Plan and adoption of
    e-GIF.
  • Develop a Communication Strategy to communicate all policies, frameworks and initiatives of DITT to Ministries, Agencies and Dzongkhags. It has been observed that while DITT
    has undertaken a lot of initiatives, however, the information/the awareness of these initiatives in Agencies have not been as effective.
  • Organize annual ICT conferences for the ICT Sector in the Civil Service. The conference should provide a platform for the IT officers to share ideas, best practices, shared values, share Ministry’s vision, mission etc.…
  • Coordinate and organize annual meetings with sectors to discuss cross-sectoral issues for mandates that run across other technical divisions in DITT. Some of the pertinent agenda to begin with could be:
    1. Identifying redundant IT systems in the Civil Service to economize on the limited financial resources (Application Management Division/Application Development Division)
    2. Leading “single source of truth” data initiatives (Data Management Centre).
    3. Initiatives to ensure the availability of network services across the nation.
  • Development of strategy of adopting the principle of common infrastructure.
  • Coordinate meetings for Department APT, division output & IWP and department & division level budget for input into the Ministry level APT in collaboration with PPD, MoIC and with FD, DoS, MoIC.
  • Publish an Annual report for all DITT activities

Implementation of Parenting functions

  • Assess the relevance of Parenting Framework to BCSR 2018. For example position levels mentioned in the Parenting Manual needs to be updated. In the manual, career progression for Supervisory & Support Category is mentioned from S2 to P3 while as per current BCSR 2018, current progression for this category should read as S2 to SS3.
  • Career Progression from P2 into P1 Specialist and then further into ES Specialist should be based on the area of specialization identified by DITT based on CBF. In line with this, an area of specialization should be developed for the ICT sector.
  • There is a section on the transfer process in the Parenting Manual. This chapter could further be developed as a “Transfer Guideline” document for the ICT Sector in line with the directives of RCSC for the requirement of transfer guidelines for parent agencies.
  • The Parenting Manual could consist of four broad categories for the management of professionals in the ICT Sector: 1) Career Progression; 2) Professional Development; 3) HR Standards for Recruitment; and 4) Transfer Guidelines.

Competency-Based Framework

  • The manual mentions that Training Needs Analysis will be based on interviews, surveys and opinion polls. However, the Competency-Based Framework could be used as the basis for carrying out the TNA. IMD should have a database on the skills of the current ICT sector staff and use CBF as a benchmark to assess if the sector has the required competencies built.
  • CBF can be used as basis for both career progression and professional development of ICT sector
  • Review if the current system of competency development and talent management has worked as effectively. While the document emphasizes complex procedures in managing talent and developing competencies, whether in reality the systems were operationalized.
  • Operationalize and implement the Competency-Based Framework for capacity development of ICT across Ministries, Agencies and Dzongkhags.

ICT Cluster

  • The purpose of the ICT Cluster is to have a standard for the requirement of ICT Staff in Ministries, Agencies and Dzongkhags in order to address the issue of underutilization of ICT HR resources and lack of creativity and innovation.
  • In Ministries, ICT Staff should be placed under the ICT Division under Directorate of Services. In autonomous agencies, they should be placed under ICT Services under Secretariat Services. In Dzongkhag, they should be placed under ICT Services under Secretariat Services.
  • Operationalize and implement the ICT Cluster concept for Dzongkhags.

About us - Application Management Division

Mandates of the Division

  • Application Management Division will help carry out the mission of facilitating a tech-
    based solutions to policy issues with a focus on Strengthening Integration between Policy, Operations and Technology.
  • It will function as the division that manages IT projects starting from conceptualizing the
    IT system application development plans to budget management in collaboration with
    FD, DoS and procuring these technological products and services from private vendors.
  • Application Management Division will be the lead in implementing Digital Drukyul
    Flagship Program in collaboration with relevant division such as Application
    Development Division
  • Application Management Division will be staffed by Program Officers with IT
    background. Each Program Officer will be a focal person for a certain number of
    Ministries, Agencies and Dzongkhags. They will be involved in Policy, plan and program
    discussions with respective agencies and recommend digital solutions to these policy
    issues.
  • Application Management Division to be involved at the cross sectoral Annual Planning
    and Budgeting organized by Agencies such as GNHC and MoF.
  • Operationalize and implement e-Gov policy, e-GIF and e-Gov master plan.
  • Develop a framework for procuring the IT solutions from Vendors through DHI or
    directly from private Vendors in line with the existing government procurement rules.
  • Liaise with relevant sectors to work on budget requirements for any IT Projects.

About us - BtCIRT

BtCIRT (Bhutan Computer Incident Response Team) division is responsible for the protection of national cyberspace with an important mandate to adopt a national approach to cybersecurity at a wider or national level. Besides providing incident response services to the government constituents and the general public, the division develops plans and programs that align with the national cybersecurity strategy or the national cybersecurity vision.

The key mandates are:

  • Build a knowledge base that supports the country’s development and implementation of a National Cybersecurity Strategy as well as a national approach for the protection of critical information infrastructures;
  • Support the building of a national culture of cybersecurity, and related awareness raising initiatives among public officials and the public in general;
  • Support the development of related national cyber security platforms, for example: e-Government framework and approach, combating SPAM, botnets, etc.
  • Develop and enhance national incident response and management capabilities.
  • Act as a national point of contact for cyber security issues for Bhutanese people, businesses, government and international agencies within the country.
  • Develop and maintain national incident management capabilities, both in reactive and preventive ways, including cyber security awareness.
  • Be a trusted and competent source of cyber security information.
  • Coordinate cyber security incident response at an international level.
  • Represent the country in international organizations working in the cyber security area.
  • Monitor cyber security threats, identify incidents in governmental networks, data centers, and national critical ICT and Media infrastructures.
  • Handle incidents, including authority to provide obligatory instructions for the government and state owned organizations and national critical ICT and Media infrastructure during major cyber security incidents.
  • Provide preventive cyber security services for the government and state owned organizations and national critical ICT and Media infrastructures.
  • Coordinate cybersecurity incident response in the country, including the government ICT infrastructure and commercial companies, internet service providers, critical infrastructures in Bhutan, and all citizens of the Bhutan.
  • Develop National Cyber Security Strategy and Communication Strategy to spread awareness on cyber security
  • Organize cyber security related initiatives in the country to improve the cybersecurity landscape in Bhutan.
